I have done that first 16 quest in all four elemental zones( Drowned Shores,The Rock, Fiery Pit and Spin).
I think I read in the forums someplace that you did not have to do all 196 or so quest.
I got sent back to the Fiery Pit at Spin and was told “Thank You Have a Nice Day” then nothing.
I was not given anything else. No “Go to Sargent Knox”, talk to the Tree lady or anything.
Can someone help? What should be my next move? I really don’t want to start over at The Shores. I have 5 characters that I have ran around these zones helping Guildie’s and all, that I really don’t know who has done how many of what and where? Sounds stupid I know. But that’s where I’m at.
Please any Help?

Time to start random doing things.. non-grinding, do events, run with buddies in dungeons or skirmishes, go for better gear, get another arti, and do foundries.

What is supposed to happen? I've been away from the game for a bit and am feeling lost. Why are we supposed to do all four zones? I thought there were no flagging requirements in this game before. Sorry for the lost soul questions. Any info would be appreciated.

Talk to the girl with a bird flying over her head.
She will give you a final quest which eventually leads back to Protector's Enclave and Knox.
I don't remember all the details.
You may have to be lvl 70 or maybe not.
There's no shame in asking legitimate questions. Read the guide in my sig. It should explain a lot of the stuff you missed out on.

Back to OP:
A lot of people get confused about how Spinward Rise works.
You do your first 16 vigilance tasks, turn in to Marshal Rhaegos, and he either just says "thanks!" or sends you back to Fiery Pit (pro-tip: you don't have to take or complete that quest). It seems you are stuck?!?
If you look around, however, the dwarf standing near the Marshall -- Brokar Ironshard -- should have a quest for you.
You need to loot 4 wind runes in Avia Landing, use them at 4 shrines, then return to the main quest hub. But you're not done yet! Now you need to click on the green pyramid/obelisk thingy just to your right when you zone in, in front of the Stargate.
Now you can turn in the quest to Brokar, and now you can return to Marshall Rhaegos to get your next vigilance task force sending you to Windcall Temple.
You will have to repeat these steps, getting the greater wind runes in Windcall Temple and attuning the other obelisk, to go to Thunderhead Reach.

I leveled my gwf from 60 to 70 by just farming Blulettes/Gorgons/Cloud Giants in around 4-6 hours gameplay max.
The only quests you need are in the Spinward Rise area for the artifact mainhand, everything else is <font color="orange">HAMSTER</font>.
In Spinward Rise,

...all 48, the three intro/transit quests (which are not properly highlighted - the Dwarf between the Dragonborn General and the local portal is your man there), and the one from the Halfling Durid in the end => 52 quests.
