DC bug: Hastening Light is broken now

Hey all,
this Hastenning Light is broken after the last patch. It doesn't decrease the cooldown of encaunter powers and with the combo of Offhand it doesn't give the 10% AP

    Up. Can confirm this is broken.

    Tested this with another person with Rank 4 Hastening light and off-hand bonus. None of the DC dailies give a cooldown reduction to encounters nor 10% AP gain.

    I can confirm as well. This needs to be addressed, my AP build would benefit greatly from it working properly.
