1) Does Recovery increase stealth bar recharge or just encounters etc?
2) when using cos from stealth the bar drops very fast, I hear people saying to do this permanent but even using ss and bns doesn't seem to allow this for long...am I doing something wrong?
3) As an MI/Sab what do you think is the best pvp rotation? I use bns, ss and smoke bomb presently.
4) Short of running what is the best way to deal with Palladian? Their shield just seems to negate cos....
5) Any other advice appreciated.

2) "Permastealth" refers to a specific build which makes use of the build path called "Saboteuer", in which are many features that refill your stealthbar. It's generally considered either impossible or implausibly pointless in other builds. Of course, even with a Sabo build you need to learn to control the pace of your attacks.
3) Stealth - CoS - SS from stealth(restealth + daze) - CoS - any offense encounter(proc OWTS) - more CoS shots - stealth finishes, enter ITC - SS finishes recharge, rinse and repeat the process

Yes.
OWTS has around similar ICD as ShadowStrike, (around 2s apart) so it's essentially the same thing as having two charges of SS. Not only that, but the devs have also given you a QOL fix, so that OWTS does not proc with SS... which is a leisure us Scoundrels don't have, since our SC procs on any dazing encounter as well. (It's technical stuff, but the point is that it's a lot easier to manage the ICD of OWTS).
So as long as you can control the "pacing" of your attacks, you can manage an effective permastealth or semi-perma style of fighting where you remain either totally invisible from the enemy, or become visible only when you are untouchable.
Also, in terms of damage, the Sabo has no equal. Nothing out-DPSs a Sabo in PvP. It's just no contest.

It recovers faster in Exec. Nothing odd. The capstone feat provides +20% increased stealth recharge as well as protection against 'recharge halt'.
