Grim executoner items - Seal of Triumph?

Hi i want to buy the grim executioner items but they ask me for a seal of triumph, i did the quest from Domination battlemaster to win a pvp match and got nothing.
Do i have to be lvl 70? I am a lvl 68 cw spellstorm renegade.
