its not even worth doing domination until you have all mythic and BiS from GG. the queue system sucks putting us undergeared in with the over geared.
the CWs with Negation and shield, can't kill them. hell, drop a divine judgement on them and their health doesn't even move.
TRs with perma stealth, and massive damage. thats a combination to instant death
HRs with perma stun. thats a lot of fun to compete against. and my favorite team make up.....

came across that team about 5 times today. might as well sit on the campfire and sell stuff in the AH.

You are kinda correct, most of the ppl goes to GG nowadays cus its fast queue fast popup and contains players from all gear levels.
DOM on another hand is usually for Premades that got bored of slaughtering pugs in GG and wants some challenge, hence you might have good chance of bumping into some 4k+ ilvl premades if you queue for DOM, so you are kinda correct that if you just wanna have fun, try GG, if you look for a good challenge, then DOM is your place to go
Currently my main is a Pally, he's about 2,4K with all epics (mainhand made it to legendary due to yesterday double RP) and I prefer dom than GG because is very2 chalanging (just like icyphish said, meeting premade, thats cool!)
You have a lot strategies to learns from that kind of match.
I'd like to share my experience (not that I state that Im more experience that you, I just want to share)
the CWs with Negation and shield, can't kill them. hell, drop a divine judgement on them and their health doesn't even move.
You need to understand nagation mechanics and CW Shield.
CW Shield gives 80% DR at first strike and comes down to zero before its pops up, now here's the tricky part, while as shield gives DR at start and goes down as the strike goes, the negation work the other way around, it builds up DR with every strike (up to 30% in perfect/pure ranks)
So, don't waste your daily to try to take him on, use your daily to buff up your DR (DP).
Get close to him (once he cast his CC) and debuff him (with binding oath).
Remember, if you fight him 1 vs 1, you job is to hold node, not to kill him, so saves those damage you sucked from binding oath, and splash it back to him (use Divine Call to add its damage reflection).
Dont forget templar to minimize the damage with your Temp HP.
Rinse and repeat, you wont die unless you mistake your timing and get CCed and hes most likely will go away with around half or more HP (unless hes a stupid CW and keep mashing his button try to kill you while hes damage getting reflected back to him).
And if you confident with your Max HP (I have 115K HP) when I hear hes about to Ice Knife, I loose my sanctuary and eat up that damage while in binding oath, wait 2-3secs, and give the IK damage back to him in the face.

I find a TR the most easy opponent (unless its 2 against 1 ofc, that would be another story and NO, please dont mind SW). Perma stealth? easy, use ur templar and BO.
You only need to predict his route (most likely your HAMSTER and he will walk around you to get your behind), cast Templar, and you will see him in 1-2 secs, use your RA and BAM. he loose his stealth.
Use BO to redirect his damage back to his face (you need to pay attentions if he's exe, dont spam your encaounter while he became black)

Get tenacy gear, seariously, get them. Once you have 1,5K++ tenacy, they wont perma daze you.
Sure he will daze you once, but it will create a window to cast your sanctuary (pressing shift while pressing movement key will ease those sanctuary annoying bug/glitch)
Again, your job is NOT to kill, so hold him on your node while you wait your teammates
as for ToD, I'll update when i get my hand on my gaming rig, hes at 3rd boons (only have to get Haarls books and I'm at 5th boons since I'm still trying to get those book my self (got the 5th one ofc)
And my Offenc. slot are all Dark R8, Def are all Radiant R8 and R9, utility mixed between Azure and brutal R7

even before mod 6.. dom was a pain to get into , now since GG pops like all the time and no matter what i level , as long as you have a 110% mount , know your class ok, you should be "ok" sure you will find a few Rolf stomping high ends in there.. but meh.
The only toon I even attempt to go into Dom with is my DC.. its my highest i level with a few legendary stuff , but even then, if I meet a really good cw, tr, and hr, im still dead, it just takes enough cc to lock me down. But if I find a random team with a good pally or other dc, I can troll around =P.
my other toons are simply not up to competing, so I dont bother.. just go GG and have fun.
Except it doesnt go to 0%, even when "broken" it gives DR
Thats why I said its tricky because it wont go down to 0 due to negation efect.
I think since cw shield (without negation) goes down to zero in (3?) hits, and negation stack up (the best one) 9% in 3 hits, that should only give 9% DR AFTER 3 hits. So in theory (I almost never DJ a Shielded CW, the pink one ofc) poping out cw Shield before lying down him with your best damaging encounter still the best way if given IF you are a DSPer even tho he would still have DR from Negation (30% max?) but lets not drag this since I believe OP are Pally Class I presume.

Sometimes in domi you won't even get glory at all, while even on constant lose streak on gg, you'll still get at least 3 coins and about 200 glory.
MAtchmaking is way to imbalanced to even que for domi without premade.

What has to do being executioner with Impossible to Catch? Don't you mean if he is MI (Master Infiltrator)?

You mean MI. Not Exe, Exe is a feat path, MI is the paragon that gets the Encounter ITC
