  you have 100% DR total.
  He has 60% ARP.
  
  You took 60% of the damage he dealt. I see nothing wrong there?

  Astral shield DR buff from advanced ranks was multiplicative and not additive ( so 24% at rank 3 instead 30%) in past mods, it's different now ?
  
  It's a crit or a non-crit damage ? ( calculation for tenacity is different ). "Normal" Disintegrate or "below %hp" Desintegrate ?
  
  If it's a non crit damage, 30k damage is alredy mitigated by DR and AS : 30k * (1-0.4) = 18k ( non-crit calculation of tenacity effect ).
  
  60 DR for you, 7k Arp for him, mitigated by 80% so 1.4K Arp = 14% DR.
  
  With an unmitigated desintegrate base damage of 95k ( it's possible in non-crit ? ) :
  
  95 * (1+0.14-0.6) * (1-0.4) = 30k ?
  
  Or Maybe Arp.R don't work, like many things in this game.

  I tested on russian server Astral shield have 40% mitigation on 4 rank.
  I have full hp when foe CW hit me with non-crit Disintegrate.
  Unmitigated desintegrate base damage 30k, 18k with mitigated.
  
  Armor Penetration Resistance not affected this DC spells and abilities:
  Astral Shield
  Hallowed Ground
  Exaltation(normal and empowered)
  Annoited Armor(AC passive)
  Foresignt(DO passive)
  Have Faith(feat)
  Armor Penetration Resistance affected this DC spells and abilities:
  Blessing of Battle(AC at-will buff)
  Exaltation(divinity)
  Divine Glow
  Divine Armor
  Armor Penetration Resistance affected other spells and abilities:
  Unstoppable(GWF)
  Shield(CW)
  All levels Negation (Enchanting)
