Spell twisting feat not working on Icy rays if slotted on TAB

Title is pretty self explanatory, noticed it after patch.

    plot twist, Spell Twisting only affects Encounter Powers and Icy Rays is an At-Will if you read it on the Skills Tray LUL!

    The at-will you're talking about is
    ADNr30B.png
    and has nothing to do with the issue at hand.

    Back OT: confirmed. Same thing here. 3 points spent on it at the time of testing.

    When looked at in the skill menu, its shown as an encounter. When slotted onto the tray and hovered over on the tray, it is shown as an at will. On topic though, yes, it is a bug.

    same problem with ray of enfeeblement on tab (even though noone uses this on tab ;) )
