I'm looking for advice on which type of character build would be the least dependent upon specialized gear?
I mainly play solo PVE simply because my schedule limits me to about a half hour to an hour at a time, and that's also my challenge in saving up enough to get better / premium gear.

The easiest classes to be accepted into groups with, when playing on budget: tank/heal.
The classes that play the best on a budget: Cw/Tr.
I have a budget tr guide in my sig, still working on CW one. Will post the CW one when I am done.
Unlike most other classes, I'm almost sure that the rogue requires more RP than the other classes because his offhand is more relevant when calculating damage.
Though its currently so powerful as a class that it may not be required.
Both Rogue and Wizard are good PvE solo classes and can be made to fly with relatively little investment. I find the TR a bit easier to play, as the emergency exit plan of stelthing out is always there, while with a CW, well, either you kill them, or they kill you...
I'd currently add the Oathbound Paladin to that list, as they are nice and rounded soloists and can also plonk along well without super gear. Tanky and heals in one pack? What could possibly go wrong. They are, however just released, and this game has a somewhat annoying history of launching the classes in a great state and nerfing them with the next Module's release. So beware the new class unless you can live with its possible stunting.
Cws Can do fine damage on a low budget(still need a lot of ap and power to do damage obv) however if you Want the super tanky cw, you need to invest into neg. Enchantment, and they are expensive...
