Question: what packs give extra character slot.

  All of the cash-only packs do: Hero of the North, Guardian, Feywild, Dragonborn.
  
  None of the others give free slots (that is, none of the ones you can buy in the Zen Store give you free slots):

  Indeed you did and it's probably the most cost effective pack of the lot. The First-time buyers' pack comes with a free character slot and a retaining token amongst other goodies.
