Oathbound paladin - Vengeful Judge capstone bug

Hello,
Vengeful Judge is not activated upon the Divine Call (tab skill). Instead it may proc (with about 10% chance) from Encounters and all it does it charges character with 1 Divine Call charge. It does not increase damage for 10s, it does not seem to reduce CD of currently recharging Encounters. In current state it appears to be pretty much useless as most of the Justice paragon tree feats.

Bug:
Oath of Protection Vengeful Judge dont work at all .
Oath of Devotion Vengeful Judge working as the tooltip say .
so..after nearly a month i think its still bugged, is it not?
i am wondering how they arent able to fix such a serious bug?!
if anyone can direct me to an official statement about that please do so!

The patch did not fix it.
The patch hasn't been applied yet (delayed until Friday morning). If you want to test the patch you have to go to Preview test server until after the patch is *actually applied*.
THIS is why Devs don't like to announce things that haven't actually happened yet: because people do not seem to understand that the announcement is about things that haven't happened yet, but are COMING SOON™ - even though it says exactly that in the announcement.
