I'm getting a little lost here trying to keep up. One person says one thing. Another, another. Steal time was reported to be ninja nerfed to only one damage tick (On the final tick). I thought it might be a rank 4 issue so I tested rank 3 on the preview server and the same behavior was observed.
So. Rank 4 steal time is not broken. Steal time in general is nerfed. That would explain the apparent reduced up-time of the Wild Hunt Rider. (If it is indeed based on damage ticks that actually do damage)
