I put a 99 stack of rank 5 enchantments into the refining window for an Artifact. Hit refine. 1 stack of rank 5s is 106k RP, refining critical success for 899k, but you dont actually get 899k?
I have had critical successes for 700k all the way up to 1.3Mil.

So this one time you should have got 899k, but instead you only got 106k?
And other times it worked fine and you got 700k one time, and 1.3m another?
if yes, and yes, it sounds very bugged since it only works when it crits part of the time.

I'm thinking what he is saying is that after loading up his stacks for refining and hitting the "Refine" button, that the UI indicates how many points were refined, with crits. But it is not all being properly applied to the item.
I seem to recall others commenting on this happening.
yeah but "they couldn't find anything wrong with the system"
The crits aren't being calculated properly.
1,080 rp for r5
106,920 rp for a stack of r5
Let me tell you that crits aren't a 7-10 times multiplier. What is odd though is that the number displayed isn't the number calculated, I don't see why the two would be different variables. It's also something that should have been noticed during testing, but honestly, I'd rather have a ui bug than wait another month until they decide it's time to fix it.
I have noticed this since Day 1 they introduced the new stacked refining system. Dispite the visual numbers you see, I believe the actual RP you receive is accurate.
Let say Rank 5 gives 1000 RP
You have about 1/5 to get a 150% Crit for 1500RP
you have 1/10 to get a 200% crit for 2000RP
Now a stack of Rank 5 should give give 99000 RP if non crit
applying the crit factor, you should get approximately 120000, obviously the value would realistically float around 105000~135000 depending on your luck, and you do actually get the right RP refined.
I wouldn't mind on this one, the dev has a lot more important stuffs to work on. :O

1,080 x 99 is 106920. lets use the real values as rank 5's gives 1080 each, not 1000 flat.
I did roughly 10 stacks (had 9 stacks of one type and about 102 random in half/smaller stacks). and although I didn't calculate the EXACT amount of RP I got, after looking at the level change I got within ~4-5k of what I would of got with 0 Crits (I did do some enchants by them self though also. I only actually looked into how much I got after I did it because I felt I didn't level as much as I thought)
If I was at home I'd buy 3 stacks, and put them all into a rank one artifact. (which would get about half way through rank 60 with 0 CRITS [320760 vs the 311,135 required for rank 60]) if it was at that point. then it would show that we aren't getting crits from stacks. so lets use the numbers you used, and assume crits are around 1/5 for 50% extra. and 1/10 for 100% extra. then that's potentially just a tad under (since I just did a blanket calc for 100 not 99) 45k RP missed for 3 stacks.
This adds up over time. Lets assume you use 50 stacks in your artifact (5,346,000 RP BASE), thats almost ~750k extra RP potentially missed, the equivalent of almost ~694 rank 5's.
We can go and say "the convenience of doing 99 at a time outweighs the lost RP", sure, its really great to be able to refine so much faster, but its still broken.
Can someone do the above 3 stack test in a rank 1 artifact and post results? I can look at doing it when I get home if I can find a r1 artifact I dont mind binding.

I guess i didn't understand your last sentence:
What does that mean?
