This has been mentioned several times before on the forums, (A search gave me at least 6 results dating at least a year or so) but as far as I can tell the issue has never been addressed so I decided to just go ahead and bug report it.
On your website found here

In game this is not the case as rings are not allowed to have an appearance change. As seen here (I have used the Ring of Violet Luminescence, but I can assure you it is the same for all rings)
I hope that bringing this to the devs attention will mean it finally gets fixed as it could of been that no one was previously aware of the issue. If however given the timescale that this has been broken it is not something that will ever be fixed then at the least the description on the website should be changed so as not to purposely mislead players. It may seem a small thing to some, but in a fantasy RP world, character appearance and individuality means a lot to some of us.

They read the threads, and if the reported situation looks like an actual bug -- rather than people not reading tooltips or quest directions -- then it goes on a list.
They get to bugs as they can. No reason for them to type "Huh" or "Thanks for the report" on every single thread.

It was always advertised as transmutable, even before the first public beta test.
@OP I have all these packs, and I have the ring also. In truth, it's not even worth hoping for a useless "fix". The only person who cares about the appearance of our toons is ourselves (you cannot even really see other toons closely unless you inspect them, and in that case such a transmutation wouldn't be visible anyway).
If such were on the bug-tracker list it is very likely so low a priority that the game will become defunct before they ever get around to it or a round tuit.

I realise it likely isn't anything to do with you personally but it is very misleading of Perfect World to advertise a feature that has no way of ever being implemented into the game.
@angrysprite - I get that no one else cares about how my character looks, but I do as I am the one who spends my time following them around the world with their appearance on my screen.
Yaaaaa, but...Isn't this just a effect, functioning one? Does that not mean its separate section of code, which, with a bit of work (like 30min prolly) can be rewriten to any other ring... like u know, using trasmute option, rewrites halo efect to transmuted ring? Emmmm... like u know... IF u can find that piece of code in code, and that piece about transmutation in code, and... hmmm... mix it?

There's really no point for that right now. The weapon enchants at Perfect and above cover the entire weapon anyway. Unless you're a TR or HR with the dual-weild.
If they'd add the option to hide the visual of a Weapon Enchantment, then the option of dying weapons would be greatly coveted. Expect it to be in the Zen store for Zen, though. But even then, I believe people would pay for such a thing.
Let us transmute just icon look (in profile), not the physical representation.
