Pages of Arcane Lore not obtainable

Hello everyone as the title stats im having trouble finding how im supposed to get arcane lore. I hit lv70 a little while ago on my OP and well i need todo the campaigns. The TOD campaign is locked and not accessible but the boons are. There is no quests i can pick up in PE or Neverdeath that give me the Lore. Additionally playing my late Mod 3 GWF again i skipped that campaign so he is also locked out of the campaign. Any thoughts if this is normal or im bugged in some way. Any help would be appreciated.
Id just like to note that i did search the fourms a bit for something on the subject but i couldn't find anything so sorry if this is a repost.

    Yeah i done the starter quest from knox but the campaign quest entirely besides the boons is locked
    This is from my GWF but the exact same thing happened on my OP

    there are quests at their camp in PE, though they dont show "?" on the lair quest npc, you need to talk to them, im getting mine, maybe bugged

    If only, im standing at them now and clicked on them and no quests BUT even if i got a quest what good is it when my campaign window looks like that ^ no progression and no Arcane lore quests. Sand panda indeed!

    Try going to the graveyard and talking to the Harper by the campfire.. do the 3 quests for him... ghost stories... grave swapping... and disrupting the circles.... or something like that... then it should unlock... and defeat the dragon....

    The thing you need to do is to progress through the campaign starting with "Assist the Harpers" (bubble on the bottom left). This campaign is currently the easiest of the campaigns to complete right now, even if you're undergeared. You should be able to complete the entire bottom row just by joining the public dragon kills at Neverdeath. Just go to Neverdeath, get the blue repeatable dragon quest and help kill the dragon. You don't need to be grouped and only need to attack it once to get credit for the repeatable quest. After that, you do "Assist the Emerald Enclave", and so on. Starting here, you might have to gear up a little for one of the dailies, but still easy with groups. If you follow through those bubbles, you'll eventually get the mats you need to get the boons.

    I have the feeling you took the quest from Knox, talked to Harper Broward, and then never followed through on the introductory quests in Neverdeath Graveyard.

    If Harper Broward has nothing for you, go to Neverdeath and talk to Harper Windle. If you still cannot progress, you may have to file a ticket with Support. Abandoning the first quest chain broke progression for a lot of people in the Well of Dragons, and you may have the same problem.

    Make sure you talk to the NPCs, rather than relying on quest markers over their heads.

    No i done all the quests from knox and the ones in PE/never death. Complected the quest for assist the Harpers but the campaign window is still locked there is no progression i can do and no quests that are giving the Lore pages. Surely im not the only one this is happening to right ? i mean all the new Palidans should be having this problem like im having on mine.

    Ok I guess I misread what your problem was. You can ignore my useless post above, lol.

    To start the campagn, you need to speak with Harper Boward in PE who will give you a quest to speak with Harper Windle in Neverdeath. Doing this will open up the campaign window (the one you've shown). So I'm pretty sure you completed this already.

    To unlock the first bubble (botttom left), you need to do the yellow quest Cult Communications from Harper Windle. This is the step you're missing.

    Once it's unlocked, you can progress through the bubble as described in my previous post.

    I just tried all this on an alt that has never done this campaign and it works.
