Dragon Encounters should be a seperate Queue.

I have been trying to do my dailies for the Tyranny of Dragon Campaign. More often than not, there are either no other players or not enough players to kill a dragon. Even if I reach out via public chat, there are rarely enough players to come the the rescue.
There are simply too many dragons spread across too many servers to be able to fight dragons effectively.
So I think they should not be spread across every server and be a queue instead, the way Dungeons are.

    Try changing to am instance with a larger amount of players. Might take some time, but you will get it done

    I usually find an instance with the least amount of players and then spam zone chat. I use the least populated so more people can join the instance before it becomes full. Although, a map zone that was just for the dragon would be nice. Everyone in the zone would be there for the dragon and not questing.

    Edit: although, the first dragon in graveyard often has its zone chat broken, as stated above.
