ToD - Preceptor Theraclast doesn't have Barrow Busters quest for me

I've done all the ToD related quests in Neverdeath given by Harper Boward and Harper Windle including turning in the final quest called Harper's Report: Cult of the Dragons.

According to the Barrow Busters quest, once I've turned that quest in to Harper Boward and I'm at least 35 (I'm 55 and 46 on my two chars), Preceptor Theraclast should start that quest to take me into Ebon Downs.

Unfortunately Preceptor Theraclast has nothing for me on either character. When I click on him he gives me some generic line about everything being fine. I even went back to Harper Windle in Neverdeath to see if I had missed anything and she has no quests for me either (besides the ToD dailies which I'd already done).

Not sure if it matters but because of the double xp week, I skipped Ebon Downs altogether. I ran over to Acolyte Heiron for the first time today and he didn't have anything for me.

Am I missing something or perhaps it's bugged? I'd find it odd that both of my characters would be bugged but I guess you never know.

    Just checking, have you done "Assist the Harpers" 3 times on your ToD campaign page?

    You have to do that to unlock the next area, which is Ebon Downs. Same for Icespire and all the other ToD areas.

    I just started my first run of that task yesterday. On the Assisting the Harpers task itself it says if you do it three times you get the cloak but are you sure you need to do it 3 times to progress and not just once? If so I guess I have another 50 hours of waiting since it's 20 hours per "assist" lol. Thanks for the help!
