So I tried to start doing the campaign, but it has absolutely nothing notifying me of what I'm supposed to do. I have no quests in the Graveyards and it looks like that's where everything is supposed to take place. So what exactly am I supposed to complete 3/3 of in the Neverdeath Graveyards? Shouldn't it be listing something? When I see 3/3, that usually indicates that there are 3 tasks to do or I have to do something 3 times. I noticed that whenever I complete a skirmish it would reduce my percentage by 2%... but what else am I supposed to do.
This is horribly thought out. When you do a campaign, you're supposed to go through this elaborate story which is supposed to explain something. You didn't even explain what we're supposed to do...
The 3/3 is the times you need to complete the campaign. So in total 60 hours.
Once you have talked to the Harper in Protectors Enclave he will give you dailys and stuff like that and the Harper in Neverdeath will also give you dailys.
You can start doing dailies at the Harper in Protector's Enclave at level 26, after completing their initial quest chain. Once you can actually start doing the dailies, you then use the materials you get as rewards to "start" a block on the Campaign screen. Some require you to repeat the same block three or five times in order to gain the rewards, and then you move on to the next.. then the next.. and the next. If you keep up on it, after you complete the first block you'll be given another quest near the Harper that will take you to Ebon Downs to do similar dailies, then three days later Icespire Peak, etc.
You're basically doing the assigned dailies to get materials used to further your campaign progress and unlock permanent stat buffs called Boons.

I have to admit this is slightly confusing. There are a couple of things you need to do / realise to move forward.
1. The daily quests and the campaign are separate. You can do dailies without even starting the campaign.
2. You have to actually activate the Campaign from the main menu under Journal -> Campaign. Highlight 'Assisting the Harpers'. Click a couple of times and it starts the timer.
3. Its not necessarily about the number of times you complete daily quests. Its about the number of raw materials you collect as rewards from completing daily quests. What do you mean I hear you cry? Well I made the initial mistake of not doing #2 above. I was completing dailies and not seemingly making any progress on the campaign. When I actually started it and the timer started ticking down, I didn't actually need to do anything additional, cos I already had the raw materials from turning in daily quests.
Yeah, I do not understand them either. It has unlocked the one on the far right towards the bottom but says I need 4 more arcane lore pages. I did the dailies yesterday in Ebon Hold and received no arcane lore rewards. Where do I receive those? Somehow I have 26 out of 30 and cannot figure out where to receive the last 4
Pretty sure the following is accurate regarding Arcane Lore: Common Cause gives 3, each guy in Protector's Enclave can give a zone specific "lair" type quest that gives 1 or 2, the weekly Killing a Dragon gives 10, basically boils down to around 38-40 pages a week if you do all available everyday.
You will get behind on Boons vs where you are at in the campaign if you do the tasks (the ones with a 20 hour timer) everyday. I'm wrapping up the final assist the tasks today, but have yet to unlock the 3rd **** (Should also get that done today).
The currency that is given as rewards for the dailies/weeklies are used to unlock various aspects of the campaign.
Just don't waste precious sigils on the Dragonborn unicorn chest as I did. The gear will likely be a downgrade for you as it was for me if you even get gear for your class.
