- Higher "Level needed to equip" gives ILvl.
- Higher rarity gives higher ILvl.
- The sub-levels of artifacts don't up their ILvl, only the rarity-changers (e.g. a Lvl 60 epic atrifact has ILvl 96, as does an 80 epic atrifact).

Following on from this advice - try to get 4 artifacts to 60 to maximize the bonus (relative to cost) from those, and get the highest tier of level 70 gear you can find. You should have at least blue tier 70 as when I checked they weren't too expensive in the AH.

While that is true now, I suddenly have a feeling the new dev crew is going to get away from that. We may finally getting the crew for Neverwinter we deserve, one that will put items in the zen store that wont be necessary for us to survive top tier PvE encounters. More fluff and less buff, if you will.

YOU GET A NEW MH ARTIFACT FOR COMPLETING ALL THE ELEMENTAL EVIL QUESTS.
(Okay, so MAYBE you only have to complete the Spinward Rise quests (some are being sent back to quests they've skipped) in order to get your artifact MH, but you won't find anywhere that you'll be able to level up more quickly that in the "new" areas.)
You definetely, 100% guarranteed need to complete only Spinward Rise quests to get MH. To get XP you don't need do quests themelves, just find a group killing giants. There is one forwarding quest to previous zone, check-in and return.
Not really. I only have T1 blues, epic artifacts, epic artifact MH, blue artifact OH, and the rest of it is level 60 equipment with R7's, yet I have 2.3k Total Item Level.
