New Artifact Weapon useable at lvl 60???

I crafted a Orb of Elemental Fire through the ToD campaign today. The task description says it grants you a lvl 70 artifact weapon or a chest with a lvl 60 artifact weapon, but when I went to claim the weapon I noticed that it was useable at lvl 60! The wiki shows it to be a lvl 70 item, but I can equip in on my lvl 64 character. Is the item you craft different than the one you get through the quest line?

    Ive read the CWs is just sort of bugged like that. All other classes you cant use till 70. But CW you can equip early.

    I noticed the damage scales to your level, but all the other stats remain unchanged. Scaled to lvl 69 for PVP it's a heck of a boost on a class that does not need one.

    Well I logged on after the patch today to find that my weapon had been unequipped and put into my overflow bag and is now a useable at lvl 70 item. Problem is I refined my old weapon into it and now I don't have a weapon to use for the next 5 levels...

    of course the CW arti weapon is able to be equipped at 60. Cryptic loves cdub.

    Yeah well not anymore. Worst part is I went to the PVP vendor to get a lvl 60 weapon to use and they have all been removed. So then I thought I would go to GG and trade some coins for the lvl 60 weapon and I find that GG doesn't even exist anymore!

    anyway just either buy a 60+ blue from the AH or an old t2 (lv 60) epic one.

    Yeah I got a lvl 64 blue from the AH, no vorpal till I hit 70 I guess because I'm not paying 60k ad for a crappy lvl 60 purple.
