Hit 65 can't upgrade powers/skills to level 4

So I hit level 65 but I can't upgrade my powers/skills to level 4. Keeps saying I have to spend more points in order to do so. I have spent 73 total so far. Some wasted in order to try and level the ones I wanted up but still can't. This has to be a bug and needs fixed. Also, if it is a bug, we should get a free respect of our points so we can get back any wasted trying to level up the ones we wanted. Thanks.

    The Powers page states quite clearly: "70 points spent and level 70" to unlock rank 4.

    When I looked after M6 came out at the powers, it said you had to have spent 65 points and be level 65. I have done that already and then some. Actually I should have stated that the powers for my HR, Cold Steel Hurricane and Twin-Blade Storm let me level them to level 4 when I hit level 65. Those are the only 2 powers that will level up past level 3, so the rest have to be a bug.

    No, it's a bug - or maybe a feature? - that you can rank up your paragon powers to rank 4 before lvl 70.

    The intended behavior is that you reach level 70 first. At lvl 65 with 65 points spent you can put points in the last two powers, a new encounter and class feature.

    It's the other way around. That you can upgrade those two powers to Rank 4 before you reach level 70 is the bug. It's a known bug. Paragon-specific powers for every class can be upgraded to Rank 4 at level 65 instead of Level 70.
