  Question: Why are you running first strike over tactics? to me, the more AP = more dailies = more lurkers assault.
  
  I'm honestly asking as I'm trying to decide on my end game build.

  You will only ever see First Strike used in PvP builds. Even then, you will only see tactics used in a minority of builds.
  
  EDIT: You might see some people using First Strike in a PvE build like this one. It will not optimize your damage output/dps.
