Either wear questing gear or the Eternal set from ToD store and do T1's. Once you have the T1 gear, then you aim for T2. As for which T2 set, I haven't decided yet. Unlocking the BI crafting takes an ungodly amount of refined ice and elements. Any normal player would probably still be refining ice to unlock it when mod 10 comes out..

Even though wearing complete sets seem sort of pointless now, I currently wear the Alliance Assault set and will be aiming for the Elven Assault set when I cross that very long and treacherous bridge.
I'm looking at changing some artifact around this mod. All my artifacts are pretty much offensive ones and I'm looking for a good defensive one. Waters comes to mind, maybe Eye of Lathander. (funny I had both at epic and refined them away last RP event)

I actually found the Eye of Lathander (active) to be very helpful lately. It's nice to pick up someone across the room, in a danger zone such as elol lava or since we can't afford to stand in red/bunch of melee aoe mobs to pick someone up, this really helps now.
So far I've gone with all the armor pen gear, including on my augment. From what I've heard, it's 50/60% elite trash/boss.

from what I tested - trash mobs ~ 40%. Majors are ~ 60. I believe same is for bosses. Atm best enchant for HR is plague fire. On perfect it gives 15% reduce in DR that can be stacked for 3 second 3 times. Generally you will have a least 1 stack always. As bonus you will get 12% weapon damage and dot. Yet it is still cheaper then terror and is more useful both in pve and pvp.
Arm pen Diminish return starts near 5k. So generally you are safe to put 4.5k - 5k into it.
Plus ~ 5% from STR. Makes it 50% RI as base. I have not seen 'real' curves yet but it seem to have soft cap at 5k - 6k. Needs testing and I don't have enough darks atm
With burning pvp set you get ~ 90k HP pool. Depending on your enchants.
PvP wise even 60% RI(Arm pen + STR) may not be enough due to tenancy in place. With same Burning set your enemy will get extra Arm pen resistance as well as extra 40% of Damage resistance(20% base + 20% from burning). You gonna need debuffs. It sucks that longstrider shot is so bad in life.
Biggest problem with gear for me now is that you can not get good values for Deflect and DR as it was before. Gear has too low values for both now. Or you will have to waste a lot of attack stats. Still getting like 5% only.
Here is a compassion I used for sets combos.
Best invest defensive stat is still HP due to new curves. Yet even big HP can not save you from one shot from pali's broken stuff or other 'working as intended' bugs.
I got hit yesterday for 90k (108k base) from one pali with divine judgment. So unless it is deflected or it it just a first strike - you are dead anyway.
General conclusion - get negation enchant for defense. Best investment of AD atm. Even normal works way better then perfect soul or perfect bark - and gets you 'tankier' with 15% DR for 7 seconds as top - it is equal to 6k defense investment. Hope they gonna fix that joke with bark soon.
Well since they have done away with set bonuses armors are just piles of stats like rings. So I am assuming that the best gear will be mixed based upon your attributes and what you want to accomplish with your build. First thing I would look at is ArPen because it did not get nerfed to oblivion on stat curves, Cryptic loooves to throw arPen on HR gear, and a lot of the new gear is also loaded with ArPen so I find myself avoiding ArPen when selecting gear. After that it comes down to how tanky you need to be to survive after which all-in on DPS (At least PVE wise). How to maximise DPS really depends on wether you went power/ dex or crit/ wis.
