bugged npc dialog?

Can someone please explain how to deal with that annoying npc dialog being greyed out and unable to talk to them to continue quest, i've relogged, left parties, restarted the quest, and its still grey for both I and the other party member...getting highly annoying

    You can have 4 vigilance quests tops. When you have four you either have to complete at least one, and hand that in, or abondon one or more (press [J] and scroll down). Then the NPC will again offer you new quests...

    that is not what I meant, I am lvl 25 lol I am doing mission quest like plague tower, the npcs any of them, link letter, knox...any, when we have to talk to their dialogue its appeared as grey, I cant click to move on. o.o and I am talking about while I am inside the quest dungeon thingies, not when im taking a quest from protectors enclave. The problem is...if one of us logs off the other person can click it, but not while we are both there trying to go on. It's annoying.
