The new Dungeon Master's Guide has reversed which seals drop in which dungeons.
Seals of the Elements are the lower tier seals and drop from Craigmire Crypt, Gray Wolf Den, and Temple of Spider.
Seals of the Protector are the higher tier seals and drop from Malabog's Castle, Valindra's Tower, and Lair of Lostmauth.
The DMG reverses this in its description.
