LvL 60 Belts Droping in WoD

I just received a lvl 60 Artifact Belt from doing the Heralds in WoD. I have seen other players in the zone complaining about this also. Are The LvL 60 Belts on the loot table as well as the LvL 70 belts or is this a bug?

    Intended definitely since the heralds also drop level 61 blues instead of level 70.

    I got a 60 belt too yesterday. Does this mean the heralds don't drop the greater belts or am I understanding this wrong?
