Disintegrate is broken?

While cheking Disintegrate on dummies in Enclave it gives approximately 10k damage with normal strike (with 12k power), when description says it has to be about 30K or more.

    As far as I can see most of powers give less damage to dummies comparing to description (upgraded to 4th rank).
