Hello my video have an example what will happen if classes have access to the third tier( new feats in preview are to third tier) of another tree. Those new tree features are identity of the tree role.Icy veins fit to opressor who suppose to have the best control vs other trees.IS parody thaymatourge or renegade to get that feat. Also parody is the tree which buff renegade a thaymatourge to able to take the 5% critical rate buff. Also parody is renegade to take the elemental twist from thaymatourge.Hybrids ? AFter this you will see hybrid with opressor capstone? I Guess no.
And i am pretty sure also other classes will lose tree indentities so:

I suggest LOck those feats to their tree make classes able to get only the first two tier feats from another tree.

I don't see where is the problem as it is intented to work like this for all class. If not they would have been put in the fourth column.

    In the CW case:
renegade and thaumaturge won't been able to survive in IwD/WoD without Icy Veins.
oppressor won't be able to provide correct damage without this third feat in thaum or renegade tree.

Dev clearly want CW to be more control oriented in PvE so it result in thaum/renegade taking control fear, and oppressor taking damage feat.

Now, my question : did you make this point because you think it's a problem with all class. Or you do it because you find it problem that CW can do it too?

Actually being in the third column doesn't mean that this is where they were intended to be.Lets not forget that in the past, Nightmare Wizardry and Phantasmal Destruction were moved up a column(Tier) so that people couldn't access them early on and If the Devs did it before i see no reason they shouldn't do it again. I too think that icy veins provides too much control to be in the third Tier(Column),it should be moved up a notch and be available only to Oppressors, who are afterall the "Hardcore" Controllers. The same should be true for the Thaumaturge and Renegade path feats as well.
It's BUGS bunny i tell you.

also tactician can get deflect feat when he blocks 5% from protector.protector can get build ap for him and for allies feat from tactician. And watch here i play tactician build on guardian fighter i am able to get jagged blades from conqueror tree.so what we have here ?buff pt 5% stronger into the fray build ap for me and for all pt through capstone and get and jagged blades from conqueror?:P that is too much.
OR dark revelry on scourge warlock to the buff access the other trees?.
or deathknell (deals 25% more damage when the foes below 30% hp) executioner feat have access other trees.

About control wizard nathyiel to answer to your question yea we pay( my cw is main) the price and is nice that.On my renegade on preview i didnt feel to lack of control so much and i provide to my pt members other things criticals lifesteal damage armor penetration heal combat advantage and control even if is not strong as opressor.that i chose that i do .THAYmatourge problem with controL?I dont think so.Spell twisting helps to do more control and more dailies than any other tree. Will cover the lack of control duration with able to cast the controls powers more often.

And if the plan is to make those kind of hybrids then delete the trees and fuse all trees to one:)

my video shows a thaymatourge build with his old feats+ the spell twisting +icy veins( opressor tree)
THOse new feats like icy veins and spell twisting should stay to their trees so trees to keep their role their identity.
In that video you can see when i cast an encounter add 5 chills ( icy veins any encounter 5 chills) and then i cast icy terrain and monsters instant freeze.AND i do that as thaymatourge.

Please, just keep in mind that when moving something up, something else must come down. You can't just have trees "jumping" a whole tier.
