  They are dropping from HEs and are also quest rewards. They are not bound. However if you are unlucky enough to not get them from HEs, there's an Alchemy option.

  Don't know about HE's but you can get the Aggregate in some of the Elemental Quests. It seems the Unified Element has been removed from quests as I have not seen one in weeks.
