Use: Summons forth four symbols of elemental power, when an ally passes through a symbol it is consumed and its power is granted to the ally.
Fire — Deal 30% bonus Damage as fire for 28 seconds.
Wind — Grants control immunity and increased Run Speed for 6 seconds.
Earth — Grant 200% of Maximum Hit Points as Temporary Hit Points.
Water — Heal for 100% of Maximum Hit Points over time.

I don't know how the artifact works, whether the 'symbols' vanish if one orb is absorbed or if the 'symbols' vanish after a short period of time or if the 'symbols' have a big distance from each other.
Either way, if one is able to consume all the 'symbols', then I am afraid it will be an artifact viable in almost every situation, especially in PvP. And I am afraid that the few people who get hold of this artifact will outpower the more common artifacts by a long-shot. Here are the reasons:
- This artifact gives 30% bonus damage with almost 50% uptime. What is Lantern compared to this? And the fire bonus is only from 1 out of 4 symbols.
- This artifact grants CC immunity AND increased run speed for an entire 6 seconds. What is Oghma's compared to this? Sure, Oghma's can be activated while being CCd by some of the powers out there.
- This artifact grants 200% of Max HP as Temporary HP. What is Bloodcrystal compared to this? Sure, we don't know how long the Temp. HP lasts.
- This artifact heals for 100% of Max HP over time. What is Waters compared to this?
Assuming one may absorb all symbols fairly easily, this artifact would give huge Dps boost for a long time, give CC immunity, give huge Temp HP for tankiness, and Heal to Full HP. You get everything except for CCing the enemies. This artifact does look good, but if this artifact is very rare, require lockbox, or crazy RNG from boss drop, then I would guess it would help to further make inbalance/unbalance to i.e. PvP.
O_o wow they made it even stronger? I posted a picture of it at mythic last week and it only gave 10% bonus damage and heals 40% of max hp over time , the other two effects were the same , if those are new effects for it then yes it seems slightly ott .
This artifact is from upcoming Lockbox - Black Earth Lockbox.
To be more specific, you need to get Trove of Elemental Evil from Lockbox (first RNG to get this item) then you can get Wheel of Elements artifact (second RNG to get this item).
So i believe this artifact will be pretty OP because you must get through double RNG.
OP item - you want it - double RNG - more gamble - more enchanted keys - more money for Cryptic.
Simple as that.
Wow, some pretty shameless, gamebreaking greed there. More than anything I've so far seen this looks like a buyable "win button".

Here, when you _assume_ that, like it's the case with many other things like buff potions, only one of the symbols can be activa at a time on a single char, it'd be a party buffer. High Power, yay. Bossfight-buffer, yay. PvP? Might be sweet if they'd like halve the effects (' durations).
I find it somewhat in line with the Class artifacts' effects when used in different classes: TR one gives you Deft Strike, HR one roots,...
Sure, the damage is high, but that's the benefit for having spent hundreds of keys to get it, to some extent.

so in two cases out of four you will get every 60 seconds 100% health or 200% temp HP, not too bad
but tbh, too expansive and i would prefer DC sigil in PVE and PVP, for having my daily up all 30 sec in case of maxed artifact
DC having best daily buff for the hole party all 30 sec for ..15sec i guess --> hollowed ground, so it would be more a gimmick than a gamebreaker in PVE
in PVP it could be a bit gamebreaking if you stick together all time, and all off the party can benefit from the buffs

I am most afraid of the 30% bonus damage. I will probably get used to the heal symbol, CC symbol, and temp. hp symbol. The artifact doesn't CC a target, so that is good.
EDIT: Btw, 30% is much. I was on test server and almost dished out 100k damage (on a random lvl 70 IWD mob) with no buffs/debuffs with one daily (dps DC). Add 30% to the damage and it is 130k. Is that overpowered? Maybe not, but after the daily I would in theory have around 15-20 sec. left with the 30% damage buff.

ummm.. I dont recall you being able to proc 2 abilities from 2 artifacts at once lol
