is the " reclaiming the rock " quest active yet ?

as above ,
is the quest active as I took the quest to meet Dassan truebow in reclamation rock , but the sparklies show nothing .
There is no additional map area to enter ( like there was for the drowned shores ) .
I entered helms hold , but nothing .
It mentions meet him by a hidden lakeside , but is this a new map area or do I find him somewhere on the helms hold map ?
I went to the lake in the forest ( lower SE corner ) which is where I believe he should be , but there is no-one there .

Yea It is screwed up just like everything else on preview example they released a paragon path is is just about useless to use. None of the new lvling areas are able to go to. They stream new content and then can not play it. Way to go crypt
