Tenacious concealment doesn't stop bilethorn (Trickster Rogue)

This is something I noticed a couple of times in a pvp domination game. I have the artifact offhand feature which boosts tenacious concealment by 10%, so I should be getting no stealth loss from attacks, but when I get hit by the bilethorn enchantment proc in stealth, my stealth is gone in 2 seconds.
The only reason I slot tenacious and unlocked the artifact offhand power was to counter bilethorn in the first place, so please look into this.

    you wont need this offhand... just get lvl 70

    Yeah I wonder how the rank 4 is gonna work... -120% stealth loss?? If we gain stealth from getting damaged its gonna be op lol.
