Hey, here's a great idea. Give one player in PVP the power to kick other players, penalize the players that were kicked, and allow the player who kicked them to now leave w/out penalty. Wtf?

It's hardly a problem with leaver penalty, but rather a problem with people who abuse and exploit bugs to do something that should not be possible.
It's also the inaction from the developers that encourage the so-called "elite" of the PvP scene to abuse this to hell, so they can attempt to pad scores, rig fights, throw fights, and generally do every unethical cheat/exploit possible to keep their stats and records all shiny and superior.
I've heard that it's an exploit that should not be happening. But then I see some premade guys do it all the time, and no amount of reporting seems to do any good, and the same group of people do it again, and again, and again. Sooner or later, the victims of this would simply lose all hope in trying to get justice and would figure simply do it themselves.
No. No it is exactly a problem with the leaver penalty. If it didn't exist then this thread wouldn't exist. The leaver penaty has done absolutely nothing to improve the PvP experience.

The leaver penalty as stated by the original poster, is something which should not be even possible since the "official" mechanics do not support it, hence it is only made a particular issue due to some people abusing exploits to kick others in PvP.
Besides, the way I remember it, it's at least better to suffer with 5 people, than facing the frustrations of having to throw the game everytime because some selfish coward decides he's not gonna be freeloading to receive a free win thanks to his team. That alone is better for the general sentiment, since some 3~4 mods ago, the PvP scene I remember it was just full of 3 v 5, 4 v 5 matches.
