Reduce level requirement of quests in Vellosk

there is a certain point where you are missing some exp for next quest in Vellosk, even if you have done all previous quests, it was for a quest for Dying Howl, if i remember correctly. I had done 1 or 2 sets of daily quests for ToD and was some 1k exp short for lvl up required for that quest, lvling from 1 to 60 this was the only point i lacked levels for next quest(used 1 exp tome to get the missing level)

i remember some time ago having same problem of another of my characters

    I assume you did this with no azures? I think they rebalanced xp about a year+ ago to make this happen to encourage new players to play foundry, skirmishes, etc.

    yeap without any additional exp, just a few ToD daily quests

    I ran into the same roadblock. If you aren't level 39 by that point, you get locked out of quests. On a related matter, I found it odd that Tower District quests suddenly jump up 2 levels at the end, leaving you that much below everything unless you go out of your way to pick up a couple levels.
