Can someone explain how players are matched up in PVP arena?

I've been through the Domination games only a few times, but sometimes it seems that I am not on the same level with other players there.

My current character is lvl 17 CW... I know my "role" in a group and try to fill it. Although, in Domination games, things seem to get a lot more one-on-one. Still, when I run across players who apparently have access to much higher level abilities, I begin to wonder if I'm not in the wrong crowd here.

I've gone through leveling a character before, and I know the difference between some higher level spells & abilities & lower ones.

So, I wondered how groups were matched up. With this CW, I have so far only entered the 10-19 level groups for Domination. Which ought to mean that none of the other players should be more than 2 levels higher than me, right?

Am I wrong here? If I am, could you tell me how the different levels are handled?

    Which skills specifically are in question? Maybe you were mistaken perhaps.

    Matched by ELO rating. ...and then when not enough players, filled in with lower rated players to make a group.

    Prior to level 60 the brackets are as follows: 10-19, 20-29,30-39,40-49,50-59. If you are level 10 the highest level you will play against is level 19. And so on. So ya, if you are level 10 and you play against a level 19, they will have spells you probably do not have slotted.

    As with most things in life, it is explained fully and completely in an old Penny Arcade Comic. I would post a Link, but there is a real chance that I would be Banned. Not just in the Forums, but like EVERYTHING.
    Try: Penny Arcade: Make Me A Match.
    Very NSFW. You have been warned.

    iirc queuing before levelling up also allows you to enter in the same pvp bracket. In pvp you do get twinks with gear higher than they should have, but balance and matchmaking is much worse at 60.

    If GS < 13K: Matched against 23K premades.
    If 13K <= GS <= 19K and have won 5 in a row: Matched with GS < 13K against 23K premades.
    If GS >= 19K: Matched against GS < 13K.

    I think this is the logic.

    An over reaction. He'd be warned though likely at the most. The language is something that wouldn't be allowed even if they were fine with pics being embedded (which ridiculously they're not)

    A couple of expletives and a text description of a sex act. No dodgy images.

    From my experience, I think they look at the following things:

    1) premade teams -- priority is given to matching these against each other. If no premade teams are around, then

    nope, we tried sniping a premade in twitch and never got them AT ALL.

    Then you failed from the start, because there's a time delay involved in streaming on twitch, so what you're seeing on the stream happened a bit earlier.

    everyone is aware with the time delay, my point was your statement "premade teams -- priority is given to matching these against each other" is false. both teams were on queue at the same time, even took 10mins for the queue to pop for them, and 15mins for us.
