  I confirm this as well, stealth meter gets reduced slightly when my toon takes damage.

  Uuhm, guys, you misunderstand the effect.
  
  The text states:
  "Additionally, you generate Stealth 20% faster and no longer have your regeneration interrupted."
  
  You - WAI - still lose a part of your stealth meter, whenever you take damage. But taking damage doesn't interrupt the stealth regeneration anymore (and you regenerate a bit faster), so you don't have to wait ~2 seconds until the stealth meter starts regenerating again after a hit.
  If you additonally don't wanna lose any stealth meter when you get hit, you still gotta slot the Class Feature Tenacious Consealment (best with the +10% bonus from the artifact offhand).
