What are the thoughts out there are running a 2/2 of Draconic Templar and Purified Black Ice for +300 AP gain especially if you re running with a Cloak of Black Ice or the Imperial Cloak?

That's going to give you about 3% AP gain. Not really going to be super noticeable.
Thank you for clarifying the %. I'm finding the draconic templar set (I've the 4/4) works well, but the actual 4/4 bonus appears to be pvp oriented vs. pve (I could be very wrong). So I was thinking to go 2/2 looking mainly for an AP increase since I have an AP gain cloak.
It's a recurring design in Armor set : a lot of defensive stat. It's good in PvP but not optimal in PvE. For all 2+2 combination I have test, none are that good. It give more stat but 4-part bonus are so good.
AP gain depend so much on other factor than less than 5% or 10% isn't noticeable.

For AP gain in PVE, I would say Archmage. As long as you can live with the spell list needs of the Archmage set, you will be looking at more spell rotations. Since casting encounters is the fastest way to gain AP (other than the DC artifact), I would look at Archmage. Otherwise try normal Draconic (again slightly faster rotations = more AP).
first off, keep in mind that non GS contributing stats like AP gain, CA bonus, Stamina/Guard gain, etc, suffer from HARD diminishing returns very early in the gearing curve, such that anything over 900 of any of the above listed stats becomes largely wasted
that being said, AP gain is available on your artifact offhand (you'll get at least 350 AP gain pretty easily and early on in rolling for the stat), along with an additional 200 available from jewelcrafting skill kits. So you're already at 550 AP gain there, and with the plummeting cost on Thayan Book of the Dead (best in slot artifact for MoF CW/Spellstorm Thaum), you're able to stack 1000 AP gain on top of your artifact cloak without even going to your armor sets for that stat
the debuff available from HV is significantly better than anything that the draconic templar or black ice sets have to offer in terms of both personal and team dps, so i'd say if you can swing it (defense and HP wise), go with HV, or at the very least, shadow weaver or draconic
450 AP gain = 5.5% AP gain, after which you'll start seeing diminishing returns creeping in
i currently have 1150 combat advantage damage on my CW, which gives me a total combat advantage bonus of 8.8%
thus, 700 additional rating gives me 3.3% bonus, whereas 450 gives me 5.5%
my advice : get AP gain on your offhand, get your kits, leave it at that. you won't notice the difference
Looks matter to me, and the look of the HV set is outright terrible in my opinion. Since I'm AD poor, I'm not going to try and waste AD to fix HV so it actually looks appealing. Draconic Templar plus a red scarf looks amazing (my opinion only), and would rather its stats than HV. I typically group up with several CW's of which one will wear HV, so no problem.
If you get the ap gain artifact neck & the ap gain boons, you should be set for AP gain, put in a DC sigil & its pretty awesome AP gain at your disposal. Without artifact, my ap refills about every 18 seconds if I am spamming encounters/at wills (with HV 4 piece).
Regarding looks, my HV set was transmuted to the VT set after VT was released. If you go with black dye & put red on the lines of the outfit, HV looks pretty good (my crit set (name escapes me at the moment the one that procs crit sev & looks like the HV set) that never gets used is setup with black & red).
