What are you saying, we should give up on asking for this basic feature that should had been implemented before the game even went live?
    I love to burst bubbles.

Perhaps maybe the fact that it's suggested so often means they really should take a look at Power sets? Have the devs ever commented on it?

The devs have commented on this quite a few months ago in a preview shard thread. They said they were interested and would like to look into it. Would we ever see this feature? Only time will tell..

Edit: Found the post, looks like it was more on dual spec but they are aware players are requesting such features.

No, but maybe glance at the last few pages of the forums, or do a search for power tray/power bar, etc.

I hope they make it, but it should only be able to be used while out of combat

Guild Wars 1 had a superb method for this. Your skill bar could be represented by a short string of letters and numbers that could be shown in chat. Other players could click on it and see your exact build, or copy it to their toon. You could load and save these builds to your local hard disk so you could accumulate a whole library of builds. Switching between them was a couple of mouse clicks. You could also "respec" everything instantly and for free so that really encouraged people to experiment with builds.

But, yes, I'd settle for just a method to quickly switch between two skill bars!
