NW's first test phase in China ended last month and Perfect World CN announced yesterday that
the China version will launch in 2015 Q2. Although two years later than the original launch here, PW promises that the China version will keep pace with the update here after launch.
Meanwhile, it's said that
NW has already launched / is planned to launch in 78 countries totally. Except China, the list of these 78 countries includes Spain, Japan, South Korea, India, the Arab League and many others where NW hasn't launched.

I seond this. Many players are still reporting issues at peak times (evening CET / noon US), the game is unplayable for a solid hour EVERY DAY.
It looks like that RU server is located quite far from Russia. Playing from Belarus, I have ~250 ping on international server and ~130 ping on RU server, while other games run a lot more smoothly on RU and European servers e.g. 30-70 ping average.
To be honest, I'm quite surprised that they plan to launch NW in Japan. Nowadays, mobile/handheld games are most popular in Japan, while MMO is the least popular game genre there, not to mention that NW is based on DND which Japanese have no interest. Even WOW doesn't have a Japan version, so I really think it's a risky move though PW has a subsidiary there.

Japanese seem to like to be forced to to the things they don't want to do
Proper European servers, and proper translations from kosher translators, as a bare minimum. Right now some of the languages (e.g. German) read like they were translated by Googlefish.
Oh, and also fix the bleeping localisation code. Right now it's backwards, it translates when an event is fired, into the locale language of the player who triggered it, and broadcasts that. What locale code is supposed to do is broadcast that the event has fired, and then clients look up that event locally, and retrieve the locale string for each player receiving the event. Thus right now, if a Polish client triggers an event, everyone gets the message in Polish (just as an example). Facepalm-inducingly bad.
Oh yeah, and keymaps, 60% of the time, the game seems to revert to a US keymap for me. Not only is is broken, it's inconsistent.
Really, a lot of things need improving to reach a baseline for competence before they add more languages/countries.
