    well, i picked Storm Spell just because it's always on my bar and other additional features are just meh..
    more crit severity? are you kidding me?! soon we'll break 200% with such directions..
    chilling presence is slotted for some boss fights only..
    so the best way is to switch to MoF and get some more crit chance lol

    The short advice would be if you slotted aoe/dot powers use storm spell if you are on single target use eots and isnt chilling presence or chilling advantage feat still bugged?
    I mean w/o it I am unsure if its worth it!

    Chilling presence works. Chilling advantage is still broke.

    Since I run as a dedicated Oppressor build, the Chilling Presence buff was a no brainer for me. I always have chilling presence slotted, and I rotate Eye of the Storm and Orb of Imposition depending on what we are doing. With Sudden Storm giving 5 stacks of chill it is trivial for me to keep the chill stacks on mobs for the extra damage, and the fact that I do 78% additional damage to frozen mobs is pretty insane.
