This is such a longstanding 'bug' that you have to assume WAI. Devs have stated that prones should be restricted to hard to land powers and dailies and Terrifying is a good example of that. Goes through CC is probably broken.
you are right this has to be a bug, or at least the devs should comment on it. It is a daily that is not really difficult to land if you bullcharge someone first but it needs to be address or fixed. I am somewhat confused if it is intended because it has been around for sooooooooooo long.

Why even cry? It's no some pre-mod 5 50% intimidation AKA win button. You have to aim, and wait for an opportunity.
Leave the GF alone. Their dailies are already wrecked enough in pvp.
So since you have a problem with a daily that is only good at catching someone who is stuck in an animation sequence or has predictable movements I should not be rewarded with said effects?(this is in a 1v1 scenario, group fights are another matter)

One I have used this skill since open beta and it has not been changed even after it being reported. And two have you ever played a gf and used this skill?

I've played mmos where confirmed bugs have a life span of 10+ years. But instead of getting them fixed, devs invest into making more content, cause that's what makes them money. And by their latest decisions Cryptic seems to follow that.

Okay then what would you say is a counter to a tr dropping bloodbath over and over on me(over the span of 30 secs which is roughly 3 dailies by the tr)? The only counter to it atm is terrifying impact as far as I know it is the only way to stop myself from being destroyed from someone who is immune to any other attack(the tr does this via dc artifact and one of the 2 new cloaks giving ap gain over time while in combat).
1) Devs don't usually comment on bugs being WAI or not. Occasionally one will but by and large if it needs to be fixed, it goes on the priority list and it goes from there. Those priorities have a habit of changing week to week, day to day, and even hour to hour if a more critical bug is found.
2) They have to be able to replicate the alleged bug on their internal test servers and determine if it really is not working as they intended it to, then find what part of the code is acting up, and finally code and test the fix for the issue to make sure it actually fixes the issue/doesn't break something else. This does sometimes take more than a little time, and this has to be squeezed in with debugging new content.

Well, GWF has no counters against TRs at all. We don't even have a single prone encouter and our stuns get d3flected down to a duration of 0.1 second. That does not mean that you should counter an abuse with an abuse.

you can use avalanche to become immune to said damage, and this is probably the best counter to bloodbath on a tr(daily for daily).
if it is a bug, it should be fixed. All bugs should be fixed. if it isn't a bug the devs should ****ing say something or at least change the ****ing tooltip
