Eye of Lathander or Waters of Elah'zad?

I'm currently an 18k CW. I mainly do pve and also do pvp when i want to have fun. i have gwf artifact and vanguards banner. now the dilemma occurs. i also have waters at lvl 91. and 2 weeks ago i got eye of lathander. which artifact shall i use? waters or eye? i can put waters into eye and it gives 4.7m RP (makes it directly lvl 100) due to being same artifact type and double refining points weekend. i am very tempted to use eye of lathander.
eye is very good in both pve and pvp for reviving people. but i wont use eye in pve i think, maybe except for eLOL, because every1 needs revive hehe. also i dont use waters in pvp. i have been using the banner. now if i get eye, i will always use it. it is also a piece of a set. but i am using lvl 37 owlbear belt so i dont think i will ever use that set, not to mention the set isnt that great. and the stats are power recovery defense, which arent appealing to me as an almost glass cannon cw player. so the set shouldnt be a factor for me to wear the set. oh, lathander belt gives con dex too. so its a no no for me. cloak gives AC. im not a tank either.
eye gives nice stats, defense, lifesteal, incoming heal bonus. waters give regen, def, recovery. i dont need recovery nor regen. i dont use regen in pvp since im not tanky. no1 worries about recovery either. i have 3k recovery anyway. the stats of eye are very great, but the incoming healing bonus doesnt increase my gs so that kinda sux XD im all about showing off my gs LOL.

ONE MORE THING: i could also make a DC artifact lvl 100. it gives power defense and incoming heal. so it has lathander's stats except it gives power instead of lifesteal.
so what are your thoughts guys? waters or eye of lathander or dc artifact?
eye is just really rare and very cool. that thing appeals to very much more than waters and DC artifact.

However, if I had to pick one, I would pick Eye, as the water's regeneration is useless in pve.
thanks for your comment. im not trying to be the bestest of the best either. ive been also told to get black ice set but i dont have money/time for it ...
