There are countless number of bug reports for this problem, and still no one has found a solution.
Problem is here since game was beta. It becomes worse after new mod is released and slowly over the time it disappears (or I get used to it). I guess it is related to server overload somehow, because it it happens mostly when there are many players in small area - like dragon fights, but it is possible that this is player's PC related, as most people having this problem seems to use NVIDIA GTX6xx+ cards, 64bit win7/8 and SSD.

I have been getting this too, as well as my guildmates while running the Dragon Grand Prix in WoD.
When the event start off at the white dragon everything is pretty normal... as you move along the dragon course... it start to gets worse.
When you get to the blue dragon that when everything start to go to hell.
Oddly enough... very similar glitches occur in Rothe Valley and Whispering caverns.
I'm using an ATI Radeon card, and I've fiddling with the setting but nothing seem to lessen the effects.

I use a 580GTX and a normal HD (not a SSD) and i have the same problem.
Count me in for serious graphic glitch/rendering issues. I have nearly identical issues as the OP. It happens in multiple zones, including Icespire and Ebon Downs - not the most populated. I also have a fairly high-end system. I've worked with several settings to no avail. I had nearly zero issues aside from the icon loads in the Enclave. Maxed settings with DirectX 11. I have now reverted to DX9 and had limited but better success than DX11. It's really frustrating as no issues until Mod 5 release. It makes the game unplayable in many situations. Friends having similar issues but less so with slightly lower end cards (GTX 470 SLI in one case). I have on-demand patching disabled and have tried console commands as well. I've had 3 crash-to-desktop experiences since Saturday. Temperatures are well within limits on both CPU and graphics.
Win 8.1/64bit
Core i7 3930k (liquid cooled)
16 GB RAM
RAID 0 HDD (not solid state)
Asus Geforce GTX 780 DirectCU II OC (I've run this from under clock to moderate over clock with no benefit)

Try shutting off SSAO, and set shadows to low.
Keep everything else maxed and see how that works.
