Oh and also High Prophet set (both of them - you can notice 2 stacks of that debuff under boss's HP bar) and Darkfire (Drow racial debuff). So their targets lose much more than half of defense.. And +Divine Glow on top of that. I guess its enough to almost nullify any defense - imo its pointless to waste GS for ArPen in this situation.. better get more Power/Crit/Recovery.

Probably because they both have Greater Plaguefire enchantments or you are just... you know.
GPFs doesn't stack and you can deal more damage with ArPen capped because is resistance ignored while some of the other buffs/debuffs that you have mentioned work in % based in the defense of the enemy, mobs doesn't have defense but they have a specific amount of resistance based in their lvl (normal, elite, boss) where ArPen is a lot better as I already mentioned, the right choice is full arpen + all the buff/debuffs. So specially you are... well, you know.
Why are these DCs without ArPen at all? Isn't it working for the class or are they just... you know.
Its a stat that you will not find on most cleric sets and weapons, but it should definitely be something that anyone who creates a new guide for the new cleric should look at. Also I noticed that the 20k cleric had 19 strength, 22 wisdom and 26 charisma, I am thinking that the new cleric should max his wisdom, then strength next and last charisma.

I know but my point is: It's a video related to MOD 5 where the DCs will have a very specific path for DPS and one of them is using it (you can see Avatar pop up in the beginning of the fight) so, wouldn't be useful for the DPS DC in MOD 5 to use full ArPen? I can test this myself but I wanted to see if someone already tested, thank you for your kind answer.

I believe that arp was fixed for dc's powers as well, so if we talk about the dps spec yes, it should be beneficial to cap arp at 24% but I think the dps path have a feat that let the dc ignore 10% of target dr, I have to check it tho

Historically, most of DC powers did not work with ArPen, so old-school pve clerics tend to not have any on their gear.
I know I've been slowly swapping in dark enchantments for radiants on my DC, especially since Kaelac's debuff guide suggests that even if a DC is healing/buffing and not dpsing, armor penetration affects the strength of our buffs and debuffs.

Charisma cleric usually runs full debuff spec - he just went for the first look at m5 changes.
We did that just for fun. We tested DC after respec for dps build in module 5 (Neverwinter Preview server). If you want to watch our regular runs - visit our guild channel.
