HR ranged Thorn Ward not casting

I am having problems with my ranged thorn ward not casting. It doesn't happen all the time but it happens enough to be extremely annoying. My character will go through the animation and then nothing happens. I just stand there and have to cast it again. The circle turns yellow meaning it's an accepted location and I make sure not to move or shift.

Been seeing this in various locations, dungeons, skirmishes and the world. I play a level 60 female dragonborn stormwarden combat HR.

    Just let me say it can be some sort of lag. It's the same problem happening with CW's Steal Time. The animation starts but no hit gets out and cooldown doesn't start.

    The main cause of this is your character moving, even just a miniscue. before the the Thorn Ward power activation time finishes. TW is interruptable and it doesn't root you in place while activating the power. It roots you after power activation is finished. So make sure you see the Ward appear before moving or dodging. (This happens to me all of the time.)
