Hello Gents -
I've been reading all the various guides, but fear many are outdated and all of them are "optimal" builds. I'm looking for specific information on getting some gear and what to shoot for.
Factors and Limitations
Playtime: 8-10 hours a week
Build: My build is executioner, with some stealth feats (Like Banelornes Stealth Executioner build). My intent is PVE primarily, going through each of the modules for completion.

Astral Diamonds - I have about 100k saved up from leveling. I'll definitely get into some cloak tower as soon as I can, but with 100AD, I've noticed I can afford a few things already.
Gear: Do I start really cheap, like Battlefield Scavenger, the Frost dagger from FH, and a cheap offhand? Do I go for something like the swash set, and spend most of my AD on one piece and work towards the others?
Or, do I continue to save and buy one thing thats going to be really lasting (Ancient spymaster dagger?)
Again, I'm a new 60, fresh account, with little resources to work with. I need to know what to get first, then what to work towards that's reasonable (not BiS - thats a long way off)
If you don't have any blue items, use some AD for cheap blue items to complete a full blue set of gear. You can slowly gain purples from running quests in Dread Ring and Sharandar (DR generally has better gear though).
As I told someone else, run all dailies when you can in Dread Ring, Shar, and ToD (Mod 4) and get all the boons you can in each area. Once you qualify for Icewind Dale (IWD), start doing dailies there as well. I am not a fan of the IWD gear because it takes too much time for a casual gamer to get it - it also weakens over time and need maintenance (but it can be extremely strong if buffed well).
If you haven't already, make sure you are also working the Leadership profession daily so you can earn a small but steady flow of AD.
I am a casual gamer like you, so this is the best advice I can give you (above).
Hard core gamers may give you different advice, but they have a lot more time to play than you or I.

What is more productive?
Running the first T1 dungeons over and over for tokens and gear, or doing the campaigns?

By the way, I don't relay on stealth a lot, a little but not a lot. I went for as much DPS (power) and protection (Deflect) as I could get (with my limited playing time). It seems to work pretty well overall, but that's just my opinion. Others prefer other builds.
Don't pay a lot of attention to Defense - focus on Deflect due to the rogue's base 75% deflect amount.

If you're doing only modules completion, your gear won't matter alot. I agree you could just get blue's and build from there.
If you start doing skirmishes or dungeons, you could aim for swashbuckler's captain armor. It basically gives you 1k power and 1k recovery as long as you are using duelist fury on an enemy. (Not a very effective armor if you're not constantly engaging targers - which for modules is the case)
If you start pvping I'd say don't get the scavenger set but aim for the grim set. The grim scoundrel is easiest set to get that grants both Power and Armor pen, both responsible of your consistent damage. It doesn't require a lot of farming (probably a week of 4x pvps/day and 20v20). The profound one is better but not by much and is much harder to farm.

100K won't get you far in terms of gear. Buy yourself some enchantments, some rank 5, and put them in blue level 60 gears. Get two Rings of Preservation from the seal merchant << BiS rings basically FREE. Also buy gemmed blue pants and shirt, and slot them.

The blue "gemmed" pants and shirt are excellent suggestions! The different in stats between the blue and the purple is not near enough to justify the AD cost differential, especially for a casual player, like the OP.

If u get 3 boons in dread ring or sharander u will be able to go to icewind dale which is a place to get good gear such as black ice gear . U also can earn 600k more AD to buy a set of ancient spymaster n a weapon enchanment lesser vorpal . I suggest u to do the AD quest oftenly cause u can earn 20k or more AD daily if u do all the quest . While doing the daily quest , u will accept a quest which is about pvp dominator ( A place to earm glory ) . If u have enough glory u can buy a new artifact call bloodcrystal raven skull that is offer by a merchant in the trade of blades . If u did all or this n other things to make u stronger then u r ready to kick some *** .

That Blood Crystal Raven Skull costs 24,000 glory. The OP can only play 10 hours a week max, so I think lots of GG runs is out of the question.

You say you'll be going through the campaigns but don't mention running dungeons. So if all you want is solo play, blue gear would be a good cheap option. If you want stealth for PVE, the Battlefield Skulker set is going to be pretty solid, but you're better off buying it and as cheap as PVE gear is for TR it wouldn't be a good investment. I'd get blue gear and start running DR - armor comes from Death Forge, Hat comes from Dread Spire and Main hand dagger comes from Phantasmal Fortress. Don't bother with the rest of the set, you can only get it by paying AD or through EXTREMELY rare drops using the best quality gauntlet.
Get Thickgristle's OH dagger and the Iceshard MH dagger as you can usually get them less than salvage price (10k) so when you get an upgrade you can get your AD back.
Buy equipment to get your Armor Pen up to 22% (24% if you run dungeons but diminishing returns starts to kick in harder) and your crit up to around 2200 or so, then go for power. Some recovery is good, maybe more if you're going for a stealth build 1500-2000 won't give you perma stealth but it will help out a lot.
Get at least 1k defense and 1.2-1.5k Lifesteal then stack Hit Points. I don't bother with Deflect since it's mostly against burst damage and in PVE you should be able to avoid most of that entirely. Defensively you want to be able to take the odd strong hit without dying but you don't need to facetank anything.
Try to buy armor that gives you armor pen, crit and lifesteal since those pieces tend to stack more points than rings, belts and neck items do. Buy weapons for the damage rating that they give. Then you should have an idea of what stats need increasing with your other items. If you haven't already, work on making rank 5 enchants. Slot rank 4s that you find as you run the quests and upgrade them using the lesser marks of potency. When you have enough AD to buy more, you can just throw the 5s into your artifact or higher level enchants.
If you can, get a tank companion of whatever quality you can afford, the man at arms is ok. I don't think the Frost Mimic costs that much on the Auction House but I can't swear to it. Slot it with cheap blue gear and rank 4 or 5 runestones to give Hit Points, and around 200 points of lifesteal and regen (companions get more benefit from these stats than players do)

I recommend capping Critical around 1500-1600 (not at 2200) as there are serious diminishing returns after that point - my TR has 1500 critical and a critical rate of 44%, which should be ample. I think your recommendations for life steal and armor pen are both good. I disagree with not focusing on deflect, as this is the TR's best way to reduce incoming damage - perma-stealth is likely to be nerfed a bit with Mod 5 so the TR will need a good way to reduce damage to self.

I was basing my Crit recommendation on what I remember from the Power vs. Crit discussions after Mod3 launched. My recollection may be off and it's not that important for me as all of my crit is coming off of armor and weapons and those make it far higher than 2200. I used to have 50% crit, down to about 48%. After Mod3, I switched my Azures for Radiants.
My recommendation for deflect wasn't based on perma though. It was based on a mix of stealth and Smoke Bomb, possibly with Dazing if Shadow Strike isn't used. My MI uses DS, Blitz and SB, leading off with Blitz and then smoke to give her time to kill weaker mobs, then using stealth to attack the stronger, dazing from stealth. When dazing wears off she can usually throw smoke again. My WK uses Shadow Strike in place of Dazing, but the effect is the same. Either way, the mobs aren't give the chance to attack much. Faster attacks will hit before smoke takes effect, but the strong stuff takes so long that the mob gets dazed first.
I don't think it would be possible to get a stealth boosting armor for the OP's budget at any rate.

So I came across a fair bit of AD and I have 4m left. Im only new to lvl 60 and want to better equip myself for pvp. Currently have battlefield scav gear which I bought before my small fortune. Also have slayer belt and ring (not the amulet) running executioner MI build (dont like perma). Any suggestions on what to get, my thoughts are the grim scoundrel (only 7k glory but that will come) its more belt rings amulet and artifacts(waters of elz equiped). I could try for rope of dex but then that leaves me broke with still ****ty gear so im wondering other people's ideas. (19 st 26dex are my main stats if that helps)

First of all congratulations on your "miracle" AD. You can purchase more in the future.
Second, this is not the right time to invest in TR gear. Until Mod 4 the best TR armor was the profound scoundrel, and it covered most of our needs for PvP and PvE. However, with the new dragon glyphs, the Black Ice and Draconic sets made the profound sets not as effective. But nobody knows if the glyphs are here to stay or not, so investing in either of the sets right now would be a gamble.
Third, TR class rework will happen in mod 5, this is confirmed by the devs, and anything can happen. Maybe we'll get more critical, maybe we'll get damage over time abilities, maybe we'll get bonus armor pen, maybe perma-stealth won't be available anymore, who knows. So how can you match a set to your build when you don't know how your build will look like?
The best investment you can make right now in my opinion is a Greater Plague Fire enchantment. It's not the best TR enchantment right now (and has always been 2nd place to vorpal), but it has weapon damage, dot damage and armor reduction which makes it versatile for almost anything. Plague Fire in general is accepted as one of the best weapon enchantments for every class, so you can't go wrong with getting it. Worst case, trade it later for another Greater that matches your build better...
You could also get a stone, but stones don't help in domination.

I like the campaigns myself, but that is just my opinion. If you don't run the campaigns, you don't get any extra boons!

Second, this is not the right time to invest in TR gear. Until Mod 4 the best TR armor was the profound scoundrel, and it covered most of our needs for PvP and PvE. However, with the new dragon glyphs, the Black Ice and Draconic sets made the profound sets not as effective. But nobody knows if the glyphs are here to stay or not, so investing in either of the sets right now would be a gamble.
