It might be your graphic settings (I'm not saying it is, only that it might be) - try changing your settings:

Options/Graphics: Bloom Quality to ON (or OFF); Lens Flare quality to HIGH (or OFF); Lighting Quality to HIGH

Do those first, then if the problem isn;t fixed experiment with: Shader Quality (turn it up if it's low, or vice-versa); Visual FX Quality; Reflection Quality; Dynamic Lighting. Not all at once, obviously. :)

I hope one or more of these will fix the issues you;re facing. I certainly do believe it's a setting on your system and not a server or game client issue. :)

If none of what Angrysprite suggested works, try turning off Screen Space Ambient Occlusion and/or Depth of Field, if they are on. On certain configurations those 2 can produce some serious graphical issues, or even lower your FPS by a lot.

I get the same thing and have posted a few bug reports on it and also requested advice. While lowering the settings of my system (from max) helps a slight bit, it doesn't resolve this effect entirely and makes the game look worse in other areas. Even with the dazzling effects and blindness I still experience no lag but I cannot see the circles and half the time the dragon as well. I wonder if it is a debuff or ground buff that is somehow causing this with dragons.

my graphic are set to default I try to change some settings but did not do anything I don't have that problem with other games like swtor rift or guild wars 2 so only neverwinter I think it's the game because I'm not the only one with this problem some in my guild as the same problem

This is a real issue affecting quite a few people, but not everyone. I turned off post processing and have played with about every other combination and have not found any solution (mutes the blindness some but not enough to reliably pick up the red). I even tried all the versions of direct x as well to see if that helps but it does not. There have been at least 5 threads on the subject but none have any solution and only suggestions so far.
