Question on Dragonborn Fury

"Your Power and Critical Strike are increased by 3%."

I remember reading somewhere that this was a "chance" to get dragon fury, something like 5% chance or something to gain dragon fry or something similar" - am I wrong?

    That would be raw. It might have been that way on test, or you misinterpreted the next ability that gives 5% more healing from spells and abilities.

    Do you mean by 'raw' that it affects your base power and crit only?

    When the dragonborn were still in development it was a 5% chance to get 3% crit and power for X seconds. They changed it to just permanent 3% crit and power all the time by the time it went live.
