My critical chance on the character sheet, offense section displays 26.3% (-17% +43.3%). That's on my level 60 HR. I forget the other numbers but it displays +5% instead of -17% on my 40 something.
I tried removing all gear and artifacts but the -17% didn't change.
If the -17% is on all level 60s, can someone explain where this comes from? Thanks.

I bet it's a bug from one of your feats or passives. I don't know if your crit chance is actually affected, or just the tooltip itself.
It's coming from the Stillness feat, but as you say I'm not sure if it's actually negative or just saying it is. You can observe the negative number change as you lose/gain the crit buff by walking close enough to a target.

I had spent some time trying to figure it out and like spacejew says it appears to be from stillness feat. Hopefully it is just the display.
It appears that for Broadhead Arrows feat to register you have to change stance to melee then back to ranged. After doing that my crit chance changed to 31.3%.
Weapon Mastery 2%
Broadhead feat 5%
Gear/boons 8.3%
Wisdom 10%
Elven Mastery 1%
Campfire 1%
This adds up to 27.3%
Tooltip at distance and with the stillness icon displayed
So it seems like the 25% is being added but also subtracted. Not sure where the 4% is coming from... I get I should have 27.3% without stillness and it displays 31.3%. With stillness I should have 52.3% and it displays the same 31.3%. Guess I will put in a bug report.
Thanks for all that work checking into it. It sure does seem a bug, I guess we can all hope it is a negative because then we should see a nice bump to crit assuming it ever gets fixed. Thanks again for the great responses.
