Involving red dragon glyphs, scoundrel tree's amazing damage over time effect, and lightning enchantment. For those who dont know, red dragon overslot enchantment procs 400 dmg (for lesser version) to 600 dmg (greater version) when dealing damage with ur powers, including DoT and Poison of your powers. Whisperknife has a class feature called Razor Action that flings extra daggers to nearby targets after using a daily (preferably Whirlwind of Blades), this should proc red glyph damage. Also, there is a scoundrel feat called Brutal Wound that gives DoT effect (5 ticks over 5 sexonds) to Whirlwind of Blades daily. Furthermore, another scoundrel feat called Seething Knives gives DoT effect to your Razor Action class feature (damage is ****ty, only 50% of weapon damage but hey, it procs these red dragon glyph). Lastly, Duelist flurry's poison as well as Disheartening Strike' poison also proc these red glyph. Even more ridiculous, these proc damages do help gain ur action point. For itemization, use 2 black ice, 2 draconic for their 2 set bonuses, +300 AP gain. Also, a perfect lightning will help fill up ur AP. Basically just duelist flurry with p. lightning and path of the blades + blitz to charge up ur daily and then EXPLODE ur whirlwind of blade with all its AOE damage and DoT and red glyph proc damage. Should be fun.
Encounters: dazing strike (aoe if use right), blitz, and path of the blades (note that blitz and dazing strike are enhanced by a scoundrel feat called Catspaw Style, see feat link below).
At-wills: DF and DS
Class feature: Razor Action and Tactics for faster AP gain.
Daily: Whirlwind of blades

Props to you for putting all the theorycrafting work in, and trying to make a new build but....
Then a warlock goes through a similar "one rotation" of abilities, and quadruples your dps

TR isn't in a viable spot to compete in PvE. Better just to look for upcoming changes in a few weeks and start from there.
