I'm pretty sure it used to be possible before, but I am unable to edit a NPC costume's facial hair at all. The selection simply no longer exist, making it impossible to edit color or appearance of facial hair.
Is it a bug or working as intended?

I've never been able to edit facial hair or it's color.
I always have to build my npc around those features.
Hm, I wonder why they did it that way. It's definitely something they should change, as not every facial hair style is available for every color in the presets.
Yeah, I agree it's frustrating not to be able to change facial hair; not even color. Even if they editted it to key the facial hair color to the color of the rest of the NPC's hair I would be much happier. Even without being able to pick the style (though I want that too!)

That would completely suffice, I'm surprised they didn't think of it. Just like the beards that exist purely for NPCs but are unavailable for our characters...
You can edit the color - but you have to select a particular one of them, I forget which (it might even be the "none") - then select the style you want OR - it was that you had to scroll the selections frame a lllllll the way down... or something like that, but I've always been able to change the color. It's just hidden.
I've never been able to edit the mesh directly, other than in the advanced face editor when you change things like Chin Depth, Lips Width and such.

You mean a particular hairstyle? And you don't know which one? Great, now I will have to try changing the color of every hairstyle one by one. And afterwards, can you change the hairstyle back to something else & keep the new beard color?

Yes - once you set the color you can go around changing the style to anything. I've just tossed one of my throw away characters and creating a new one for my AD farming - I don;t usually customize but since this question is here I'll do that, then update this comment with the precise steps.
UPDATE: Steps to set beard color (tested with Human):
Okay it's easy - select ANY style beard... AFTER you have selected the beard, then you must scroll all the way down to the bottom of beard selections frame. The color options are at the bottom - the newer styles offer two separate color tomes, the old styles offer one color tone. Note that you do have the select a style, choosing "None" or if none are selected the color options go away.
TL;DR: The color options is not shown by default, you must select a style other than "None" FIRST. Then the color options show at the very bottom of the styles frame, but only while a style is selected.

Ah, there's a misunderstanding it seems. You're talking about actual character creation, yes, both the beard style and color can be chosen there. We were refering to the foundry, where color and style is determined by the preset chosen for a particular NPC and cannot be changed at all apparently.

OH! Well sh.it-fire, then! LOL
I admit in all my years I don;t remember creating a customized NPC with a beard! LOL Wow, I really do apologize for misunderstanding the thread intent (I just looked and see this thread is in the Foundry forum - DUH) I usually just click the NEW POSTS link at the top of the main forum page and so I don't usually see which forum a thread is in - unless I really screw-up like this.
Okay, I'm pretty sure there is a way... come to think of it, maybe I did create a custom NPC in my "Blacklake Luskan" Quest were there is a red herring character - and he is (IIRC) redhead with a matching mustache - and I don't think that was the default.
I'll go into Foundry and tinker - if I am able to edit Facial Hair colors on an NPC costume, I'll create a new comment in this thread.
My sincerest apologies for throwing out useless hope!
Update: Yeah - zero control over facial anything really. Sorry to have kaboozled the thread.
